rott/tHERA RPI4 BETA BUILD

This is a work in progress, most emulators run, it launches right into ES. Yabause QT and Kodi can be used by pressing f4 and launching from the start menu. For best performance please overclock the cpu to 1.75 and the gpu to 600. You could go higher to 2.0 if you wish. I have tested N64, PSP, and Dreamcast, while they are not perfect, they do work.  Please note that I am not affiliated with RetroPie or the their team in any way. I made this because they are a bit slow at getting an image out. So, I did this for the users to have something in the meantime. Enjoy.
